The Director of Finance and Administration will be a strategic thought partner with the WCF Senior Leadership team, and be responsible for building and managing effective and streamlined administrative and financial systems, including financial, fund accounting, legal, impact and conventional investment, human resources, management information systems, facilities, and regulatory compliance.

POSITION: Director of Finance and Administration
Type: Full-Time, Exempt Salary
Reports to: President/CEO
PURPOSE: The Director of Finance and Administration will inform, align and implement finance, investment and administration activities for Whatcom Community Foundation (WCF) so that they are an extension of the organization’s mission, vision and values.
The Director of Finance and Administration will be a strategic thought partner with the WCF Senior Leadership team, and be responsible for building and managing effective and streamlined administrative and financial systems, including financial, fund accounting, legal, impact and conventional investment, human resources, management information systems, facilities, and regulatory compliance.
Financial: Oversees the development and execution of accounting and financial systems, financial planning and budgeting, reporting, internal controls, and risk management.
– Oversees budgeting, financial forecasting, and cash flow.
– Prepares and produces timely, accurate and relevant financial and management reports for the Board and President including, but not limited to, grant payout projections, budget reviews (budget vs. actual), balance sheet, fund statements, and monthly operating statement.
– Produces quarterly review of budget assumptions against actual, 2-3 weeks after the end of each quarter, including written analysis of revenue and expense, noting highlights, issues, opportunities.
– Processes documentation related to authorization, opening, and closing of all accounts.
– Prepares all cash disbursements, including grants when necessary.
– Prepares payroll.
– Works with outside consultant(s) to support impact investments and other core finance and bookkeeping activities and supervises outside work (in concert with leadership team as necessary).
– Monitors and communicates financial status of gifts, grants and contracts to Senior Leadership Team, Approves financial reporting components of reports to funders.
– Manages accounts payable and receivable for Whatcom Center for Philanthropy, a collaboration of the Chuckanut Health Foundation, United Way of Whatcom County and WCF.
Compliance, Legal, and Risk Management: Anticipate the Foundation’s related needs and ensure execution to meet them.
– Oversees annual audit and preparation of 990.
– Plans, implements, and evaluates all internal control systems associated with financial operations and procedures.
– Prepares and files Foundation’s tax and legal forms, including tax payments. Possesses a working knowledge of FASB regulations and the fiscal management procedures of similar community foundations.
– Ensures Foundation complies with all applicable federal and state regulations.
– Evaluates, recommends, and procures adequate insurance.
– Recommends policies and procedures to minimize risk to WCF and its employees.
– Ensures proper record retention consistent with WCF policy. Safely stores off-site copies of important documents and computer files.
– Manages the annual review and updating of governance documents.
– Oversees development and maintenance of a manual of WCF policies and procedures.
Foundation Investments: Monitors and reports on investment activity, performance, fees, and allocation of Foundation assets.
– Supports the Treasurer, Investment and Finance, Impact Investing and Audit Committees in their duties to oversee and monitor investment activity. This includes preparing monthly reports to the President and Treasurer and quarterly reports for the Investment and Finance Committee, and overseeing preparation of reports for Impact Investing Committee.
– Provides guidance to President, Impact Investing and Investment & Finance Committees on Impact/Mission Related Investing.
– Establishes and maintains close working relationship with investment managers, as needed. Recommends improvements and a fee negotiation process annually. Engages legal counsel regarding all matters related in investment manager relationships. Meets with investment management firms not employed by the Foundation to evaluate possible investment opportunities.
– Prepares annual review of investment policies. Ensure adherence to policies.
– Produces guidelines and documents governing relationships between the Foundation and all money managers with the President, Treasurer, and Investment and Finance Committee.
– Provides accurate and timely financial information for Foundation publications, surveys and meetings.
Human Resources: Leads human resource administrative processes and the shaping of organizational and work culture.
– Develops and maintains personnel records, policies, job descriptions, benefits programs.
– Administers employee benefit programs, including timely payment of premiums and contributions. Monitor and improve as possible retirement, health, and other insurance programs for employees.
– Maintains all files and legal documents.
– Updates the Employee Handbook and related employment policies and procedures on regular basis.
– Oversees property and manages office space and equipment. Prepare workspace for new employees.
Management Information Systems: Oversees telephone and computer network hardware and software.
– Determines telephone and computer equipment and software requirements including projection of future needs. Manage acquisition, implementation, and support.
– Establishes contracts with qualified consultants to provide required services needed for telephone, computer systems and software and staff training in their use.
– Manages development and maintenance of specialized databases. Work with staff to assess and implement informational reporting needs.
– Serves as system administrator of Azure/Microsoft SharePoint Network.
Donor Services: Compiles information and reports as needed to donors and prospective donors.
Provides information including:
– Fund establishment, fees, spending policy, and investment philosophy, strategy and performance to donors and others in concert with the President and development staff.
– Gifts of stock or other non-cash contributions.
Remains current and knowledgeable on donor gift options.
Assists Philanthropic Services team in development of planned giving products.

- Seven years or more of successful performance in financial, business, and administrative management.
- Undergraduate degree (CPA/MBA preferred) with emphasis in accounting, finance, business management or a related field.
- Understanding of nonprofit sector, including knowledge of infrastructure, governance, and finance, as well as the role of a community foundation.
- Strong background in budgeting, financial and investment management, and grantmaking processes.
- Experience with legal and tax compliance requirements.
- Knowledge and familiarity with general principles and best practices of human resources.
- Competency in current computer technology, including networks, Windows software and Azure.
- Excellent communications, organizational, and interpersonal skills.
- Ability to supervise staff and interact positively with a diverse range of people.
- Results oriented and self-directed.
- Commitment to providing high quality customer service to internal and external constituents.
SALARY AND BENEFITS:
The annual compensation for this full-time, exempt position includes a package of benefits including medical, vision, dental and retirement (vested after 1 year). Salary range is $80,000-100,000 annually depending on experience. Hours include some evening and weekend work.
